Scott Rozelle is a senior fellow at the Freeman Spogli Institute for International Studies and holds the Helen F. Farnsworth Endowed Professorship at Stanford University. Rozelle codirects the Rural Education Action Program (REAP) and is a faculty affiliate at the Center on Democracy, Development, and the Rule of Law. Natalie Hell is a writer and researcher.
