NORMA CORIGLIANO NOONAN is Professor of Political Science at Augsburg College. She is the co-editor with Wilma Rule of Russian Women in Politics and Society (Greenwood, 1996).

CAROL NECHEMIAS is Associate Professor of Public Policy in the School of Public Affairs at Pennsylvania State Harrisburg.
